San Ysidro, California – The San Diego County Medical Examiner’s Office has disclosed the identity of a man who died after being hit by a car as he rode his electric scooter last month in San Ysidro.

According to the California Highway Patrol, the accident happened on Interstate 805 Freeway near Interstate 905 Freeway at about 10:50 p.m. April 15.

Rafael Ismael Moreno Bulman was riding his Vectrix scooter southbound on the freeway when he collided with a Mazda.

The impact of the collision ejected the rider from his scooter.

The Medical Examiner’s Office said Bulman died at the scene of the accident.

The 22-year-old man driving the Mazda was unhurt.

No additional information about the accident was provided.

The California Highway Patrol is investigating the cause of the accident.
